Can An Indian Army Officer become a Sniper ?

Yes. Indian Army snipers do not have a separate entry. They are selected from among the various branches.

Generally, personal performing good during rifle shootings are given a chance to apply for it. The number of vacancies are not consistent though.

Training: Once selected, they are trained at Infantry school Mhow under Army Marksmanship Unit (AMU).

Have Good eyesight: Snipers must have a good vision. In order to begin Sniper training, your vision must either be 20/20, or correctable to 20/20. You must also be able to accurately distinguish color.
